Soon, a user @sachdeva_pankaj put up a clarification saying that the makers of Uri: The Surgical Strike were granted the CBFC (Central Board of Film Certification) on December 31, 2018. According to the rules, if a film is certified by CBFC between January 1 and December 31 of the year, it is eligible for National Awards. Take a look -

The Central Board of Film Certification (CBFC) eligibility rules state that the films applying for the #NationalFilmsAwards should have been certified between 1st January, 2018 and 31st December, 2018. #Uri got its certificate exactly on the last 31st December, 2018.
